CDA’s Troubled Waters: The Plot That Vanished”

Chairman Vows to Tackle Corruption

The Capital Development Authority of Pakistan (CDA) finds itself embroiled in a controversy surrounding the receipt of millions, the issuance of an allocation letter, and yet the failure to provide the promised plot.


The focal point of this scandal is plot number 240A, covering an expansive 20 kanals, located in an industrial area. The sequence of events began in September 2020 when this plot was auctioned. Subsequently, an allocation letter was issued on February 17, 2022, accompanied by complete payment of auction fees, installments, and various taxes and charges. Astonishingly, despite the fulfillment of all financial obligations, the CDA has failed to deliver the plot.


Upon closer scrutiny, investigations have unveiled a troubling pattern of alleged fraudulent activities within the CDA. Sources, who have come forward, indicate that the lack of effective checks and balances within the institution has paved the way for a series of similar fraud cases. Shockingly, high-ranking officers within the CDA have been implicated in these fraudulent activities. This not only raises concerns of significant financial misconduct but also poses a direct threat to the integrity of the state.

In response to these allegations, the newly appointed Chairman of the CDA has taken a resolute stance against corruption within the organization. It is expected that those involved in these alleged corrupt practices will soon face the Federal Investigation Agency (FIA), where organized financial crime investigations will be conducted. These elements are believed to play a pivotal role in embezzling institutional funds.

Assistant Director of the CDA, Kamran Qureshi, has acknowledged the need for a formal inquiry into these serious allegations. He has reiterated that the CDA is an accountable institution that does not withhold funds without valid reasons. Mr. Qureshi has also assured that he will bring this matter to the attention of CDA Chairman Anwar Haq, with the intent of initiating a comprehensive investigation into the matter.

On the other side of this, the affected citizen, who holds an allocation letter from the CDA (Capital Development Authority of Pakistan), has encountered vehement opposition from local residents when attempting to visit the site. These residents adamantly claim that the alleged plot number does not exist. The affected citizen fervently appeals to CDA Chairman Anwar Haq for prompt intervention, urging that those responsible are brought to justice to protect his constitutional rights and uphold the rule of law.

Given the gravity of these allegations and their potential far-reaching consequences, calls have emerged for international investigative standards to be applied in order to thoroughly examine the allegations against the CDA. This approach seeks to ensure transparency, justice, and the safeguarding of the interests of all parties involved.
