According to the notification, the legislation specifies that the government may at any time request a record of any proceedings concerning any film that is pending before or has been decided by the board. After conducting such an investigation as it deems necessary and without giving notice to the person who applied for certification of the film or to whom a certificate in respect of the film has been granted to the distributor or exhibitor of such picture, make such order as it deems appropriate.

The second section states that the government may order that a picture or class of films for which a certificate has been issued under the Motion Pictures Ordinance or the Censorship of Films Act, 1963 (XVIII of 1963) be considered uncertified.
